EUPOL COPPS and Key Partners Launch Implementation of MoU on Early Legal Representation for Juveniles

Key international and Palestinian stakeholders held their first meeting to advance the implementation of the Memorandum of Understanding (MoU) on early legal representation for Juveniles, signed in June.

The meeting, hosted at the EUPOL COPPS headquarters on 19 August, focused on finalising and adopting a draft action plan developed by the Mission.

In her opening remarks, the Head of EUPOL COPPS, Karin Limdal, emphasized that the collective efforts of all participants would be instrumental in the effective implementation of the MoU, laying the groundwork for ensuring early legal representation for all in the future.

Senior representatives from the Attorney General’s Office, Palestinian Civil Police, Palestinian Bar Association, UNICEF, and the Ministry of Social Development attended the meeting, reaffirming their commitment to protecting the rights of children in conflict with the law.

The participants unanimously adopted the draft action plan, outlining the specific roles and responsibilities of each institution. Partners agreed to begin implementation immediately and report on progress within two months.

The MoU represents a significant milestone in strengthening the juvenile justice system in Palestine. It ensures that children are promptly informed of their right to legal counsel and psychological support and are accompanied by qualified legal professionals and child protection counsellors from their first contact with law enforcement.

This initiative underscores the shared commitment of national and international actors to promoting fair trial standards and safeguarding children's rights within the criminal justice system.
