EUPOL COPPS shares Italian model for legislative quality with Palestinian Counterparts

As part of its ongoing support to strengthen the legislative process in Palestine, EUPOL COPPS’ Justice Unit presented the Italian framework for legislative quality to government officials, including representatives from the Prime Minister's Office, Ministry of Justice, line ministries, and during a joint conference on the quality of legislation held on 10 September in Ramallah.
Speaking at the conference, Legislative Drafting Expert Dr. Victor Chimienti highlighted key aspects of Italy’s system, emphasising the importance of effective legislative planning to avoid overlaps and congestion. He also introduced essential tools and standards that contribute to high-quality legislation, such as drafting guidelines, explanatory reports, technical and legal analyses, RIA, ex-post evaluation, stakeholder consultations, and Council of State opinions.
The event, co-organized by EUPOL COPPS and the Diwan, aimed to present and discuss comparative experiences from Jordan, Oman, and Italy, drawing lessons from both regional and EU best practices. These models are intended to serve as references for developing an effective framework for legislative quality in Palestine.
In her opening speech, EUPOL COPPS Head of Mission, Karin Limdal, said that the Mission stands ready to support further improvements in the law-making process, enhance the quality of legislation, and ensure greater transparency, accessibility, and consistency in the legal framework.
