Workshop on CID Specialized Training
On behalf of the Criminal Investigation Department of the Palestinian Civil Police, Advisers of EUPOL COPPS organized a workshop on the 7 March, in Ramallah.
The workshop was attended by representatives from different departments of the PCP – Head of the CID PCP, several members of CID PCP staff, representatives of the Training Administration PCP, representatives of the RPDA PCP and representatives of the PCPS.
During the workshop Mission Advisers presented the second part of the joint project of studying the implementation of the CID Specialized Training as a first step for investigators in the education system of the PCP, as it is done in EU countries. Mission Members presented more concretely the aim of the training, objectives and the purpose thereof, as well main content, target group, performance, didactic-methodological approach and other topics referring to this training. Also, concrete suggestions for the implementation of the project were presented. During the discussion that ensued, representatives of the PCP expressed a very positive approach to the ideas put forward.
Advisers emphasized that Police Forces around the world have conducted various studies to determine whether the Police is a knowledge-based organization and whether policing meets society’s expectations. The vision of the Police is to become a reliable partner of the community and the mission of the Police is based on strengthening the rule of law, protecting Human Rights and fundamental freedoms, and ensuring the safety of individuals and communities and fundamental values are integrity, transparency, belonging to the profession, legality, professionalism and independence, respect and protection of Human Rights and freedoms. The Police needs to define a strategic plan which concerns the prevention, detection and investigation of crimes, as well more and more attention has to be paid to the education of Police Officers and their professionalization, including knowledge-based police activity. The Police needs to invest much effort in fulfilling its activities whilst following the current societal trends. EIPOL COPPS will continue to support the appropriate implementation of a new form of training for investigators within the PCP as a sustainable part of the future education system.
Furthermore, Mission Advisers presented the Operational Data Base management, which needs to be reconstructed within the PCP IT System. The idea is how to put all gathered info into the Police system, which protects information in a secure manner, and supports safe and secure info exchange among employees. EUPOL COPPS is preparing the draft of the software, which will be presented to the PCP. Following the assessment of the software in the PCP Data Base, EUPOL COPPS will conduct workshops on how to use the Operational Data Base. The first Police District will be PD Bethlehem as a Pilot project.
