Working together to make the strategy work

For most strategic plans, the implementation often exceeds the efforts put into developing and drafting the plan itself. To make any strategy work, it needs to be unfolded. To assist the Palestinian Civilian Police (PCP) in this endeavour, the Mission currently supports a series of workshops in the Police Districts in the West Bank with the aim to facilitate the execution of the Palestinian Civilian Police’ Strategic Plan for 2017-2022 at the district level.

Tulkarem Police District was the first district to take advantage of the two-day ‘Strategic and Operational Planning and Human Resources Management Workshop’. In the District Headquarters, ideas and considerations on how to operationalize the Strategic Plan was debated as well as how to connect various operational areas of police work to the Plan.

The workshop was arranged by PCP’s Reporting, Planning, Development and Analysis (RPDA) Branch. Advisors from EUPOL COPPS and The United States Security Coordinator (USSC) shared current European and Canadian methods and procedures in strategic, operational and human resources management planning.

The workshop also discussed how the execution can best benefit the Palestinian Civil Society and identified areas where the implementation can be improved with particular attention to actively support groups of vulnerable citizens in the districts. Also follow-up and evaluation systems was discussed.

The PCP presented their planning cycle and procedures for some of their key operational areas including the Family and Juvenile Protection Unit, the Gender Unit and the Mobile Police Station Unit.

The workshop took place on 28 and 29 January 2019 and was attended by more than 20 Police Officers from the RPDA and the Tulkarem District, including the District and Deputy District Commanders.
