EU’s Civilian Operations Commander visited Palestine

For the first time, since his appointment last September, the EU Civilian Operations Commander Vincenzo Coppola has been visiting the EU Missions in the occupied Palestinian territory.

The four-day visit comprised meetings with the Senior Managements of EUPOL COPPS, the European Union Police and Rule of Law Mission for the Palestinian Territory and EUBAM Rafah, the EU Border Assistance Mission for the Rafah Crossing Point; as well as with the European Union Representative in Jerusalem and the Delegation of the European Union to Israel.

Meeting strategic Palestinian counterparts
Furthermore, the visit served to introduce the Civilian Operations Commander to some of the Missions’ strategic Palestinian counterparts including Major General Muhammad Al Jibrini, Security Advisor to the Minister of the Interior; Major General Hazim Attallah, Chief of the Palestinian Civil Police; Attorney General Akram Hassam Al-Khatib as well as Governor Nazmi Mhanna, Head of the General Administration for Borders and Crossings. The program also included a meeting with the Coordinator of Government Activities in the Territories (COGAT), Major General Kamil Abu-Rokon.

Consultations with international security sector partners
In addition, consultations with the Missions’ key international security sector counterparts formed part of the intensive programme. These included meeting the Deputy Chair of the Security Sector Working Group, Consul-General Philip Hall (UK), the Deputy Chair of the Justice Sector Working Group, Representative Douglas Scott Proudfoot (CA) and the US Security Coordinator for Israel and the Palestinian Authority, Lieutenant General Eric Wendt (US).

Field trip to Jericho
Lastly, a field trip to Jericho was included in the program. Here the Civilian Operations Commander was introduced to the General Administration for Borders and Crossings’ Training Centre as well as to the Carabinieri Training Mission attached to the Palestinian College for Police Sciences. During the entire visit, which took place from 9 to 12 April 2019, the Civilian Operations Commander Vincenzo Coppola was accompanied by the Head of the Operations Division of the Civilian Planning and Conduct Capability, Mr Jean Marc Pisani

In addition to his office as Civilian Operations Commander, Mr Vincenzo Coppola serves as Director for the Civilian Planning and Conduct Capability (CPCC) of the European External Action Service. This is the permanent structure responsible for the operational conduct of the EU’s currently 10 civilian Common Security and Defence Policy (CSDP) missions deployed in Europe, Africa and the Middle East and employing currently around 2,000 staff.
