Palestinian Police concludes study visit to Portugal on operational tactics

From 30 October – 03 November 2017, Four senior Palestinian Civil Police officers / Special Police Force (SPF) concluded a study visit to the Public Security Police in Portugal to further enhance their capabilities on operational tactics and management.
This five-day study visit to Lisbon and Porto for SPF officers at the management level gave the participants knowledge and update about the work, organization, training and equipment used by similar units in Portugal.
During the trip, the participants had an opportunity to visit the Portuguese special operations unit to be familiar with the decision-making process used in this unit at the strategic level. They also visited the units of crowd management , anti-terrorism, close protection, K9 and explosive ordnance disposal sub-unit where they were introduced to their tactics, procedures, workflows and equipment.
Regarding the crowd management control and tactical reaction teams, the SPF officers were introduced to their structure and attended live exercises.
During this study visit, the Palestinian Police delegation attended briefings on the security planning for football games as major events and accompanied the Portuguese police during the implementation of the security parameters and measures on the ground in two live football games in the Champions League.
The head of SPF delegation, Colonel. Medhat Hijjo met with the commander of the Special Operations Units in the Portuguese Police who welcomed the Palestinian Police delegation and emphasized the importance of such study visits to exchange experiences and best practices.
This study visit was organized by EUPOL COPPS through its Portuguese Advisor to SPF, Cesar Ponte, and funded by the European Commission’s Instrument for Technical Assistance and Information Exchange (TAIEX).
