Planning & Evaluation Department

The Planning & Evaluation Department (PED) supports the implementation of the Mission’s operational portfolio providing a programmatic approach and a monitoring and evaluation system in line with the benchmarking methodology in place for civilian CSDP missions. This is done in order to manage in an effective, transparent and accountable manner all activities conducted within the framework of the Mission Implementation Plan (MIP).

Programmatic Approach: PED, in close cooperation with Operational Sections, ensures a qualitative results-based approach for the Mission and full alignment with the strategic plans of relevant Palestinian security and justice institutions as well as with the operational priorities established by the EU Member States. Particular attention is paid to the principle of local ownership, that is maintaining the focus of the Mission’s activities on addressing the local counterparts’ needs to enhance the sustainability of project results. Participatory consultative methods and coordination involving EUPOL COPPS, Palestinian counterparts and external partners such as other international organizations, bilateral donors and civil society actors is also an intrinsic feature of the programmatic approach, and greatly contribute not only to the sustainability but also to the complementarity of EUPOL COPPS interventions with efforts made by other actors in the same areas. PED also designed and manages a benchmark-based mechanism aimed at regularly monitoring and evaluating the impact of EUPOL COPPS activities.

PED currently supports and coordinates the implementation of twelve large-scale, medium to long-term capacity building projects under three different programmatic areas, i.e. support the Palestinian Civil Police’s reform and development; strengthen and support the Palestinian criminal justice system; improve prosecution-police cooperation in the occupied Palestinian territory. The Office also oversees the formulation and execution of small-scale quick impact projects aimed at supporting the implementation of MIP activities.
