New Strategy Stretch Approach for PCP

Ramallah, 29th April 2011 -The Palestinian Civil Police (PCP) has recently implemented a Training of Trainers (ToT) pilot refresher course for Police officers working at station level. It was organized at the initiative of the Bethlehem District Commander and Station Commanders, along with the Central Training Administration (CTA) and EUPOL COPPS.

This pilot refresher course was implemented according to a new Strategy Stretch Approach (see diagram),which shall strength the PCP’s commitment, ownership and accountability which are crucial for the sustainability of professionalism within the PCP. This best practice proves the importance not only to work from Top-Down but also to use the Bottom-Up approach in order to support operational opportunities and initiatives which can tackle challenges and lead to new visions and strategic intent.
In October 2010, EUPOL COPPS’ Police field advisers supported the PCP Bethlehem District Office in developing a refreshment training programme for its station level police officers. The main goal of this refreshment programme was to maintain and enhance their professional police skills on an operational level.
